I watched some of his highlights

and the kid has a great set of developed skills. I liked his touch on his passing, not always gunning it. His movement in the pocket is well developed. When he chose to run, his decision making was good and so was the path he took. Moving out of the pocket, he kept his eyes downfield and was able to pass while moving. Not sure why he is not more highly rated.

I Was Enthralled With His Clips, And Everything I Read...

...about him.
He is also a musical prodigy, was born in the UCLA medical center, and has a genius level I.Q.
As to why he isn't more highly rated?
He's an inch or two under six feet.
I think we got a steal.

Only one reason I can see for his lower rating

Lack of prototypical size. He seems to have everything else.

What sets him apart for me is that he is outstanding at processing the field and making the right decision quickly. He doesn't just run around and make plays because he's more talented than most high school kids. His accuracy is impressive as well.

Tarkenton was exactly who I had in mind when I reviewed his clips.
He is not a Paul Cameron or Cade McNown running threat, but he is slippery with great escape ability.
He is also smart enough to kiss the turf in deference to absorbing a hellacious hit.
