In recruiting, scouting multiple players and offering multiple players while developing relationships so they aren;t left standing with no-one at the end of the cycle.

I don't recall seeing this type of announcement concerning a QB recruitments before. It's very possible that I just missed it.

If this is indeed new, it could reflect the updated coaching staff and a now more contemporary style in recruiting QBs.

Does it make a difference? Probably not, IMO.

Is what I seen said about the new qb coach so we will see if we finally can land some top notch qb recruits with the old guy gone now.

I think new QB coach Gunderson will bring new energy to the UCLA staff. Former coach Bible may have known the details about the position but QB play has changed in college football and I feel Gunderson is more familiar with today's game. I also think he will better at bringing in HS QBs since I didn't read anything saying Bible was a viewed as a good recruiter.
