a transfer portal player should pay to the home school at least 25k per year the players stay there.

How about 15k to the school and 15k to the player as a signing bonus?

I think they should pay more than that

Similar to how the transfer market works in international club soccer.

https://www.goal.com/en-us/news/how-does-a-football-transfer-work/130og8e76770l1dcqbne3jntx7

“If a player is under contract, the club wishing to secure his or her services are usually expected to pay compensation - otherwise known as a transfer fee.

The transfer fee takes into account a number of factors, including the perceived quality of a player, current contract length, commercial value and potential worth, among others.”

Ohio State wants to pay to take our players after we developed them? Pay the kid AND pay at least the equivalent of what they’re making to the school. That’s a much larger amount than 25k.

Some of the most expensive transfer fees cost soccer clubs north of $200m Euro. I would like to see the “big boy” programs compensate the schools they pilfer from at a similar percentage based on the current market rates for players.

Or better yet, get Congress to craft a bill that restores some sanity, restricts certain NIL and restricts player movement to one time transfers again within certain windows.

Transfer Fees to Create Parity

I like the idea but also think the fees need to be signifiantly higher. Is it possible to create a tiered transfer fee system where the higher ranked teams have to pay the unranked home schools signficantly more? Unranked teams don't have to pay a transfer fee.

Not even a sniff of legality in such a proposal.

That would imply that a school needs to release players in order for them to transfer, i.e., if they don't receive their fee, then a given player is unable to sign with the school of their choice via the portal. There is no such restriction on a player going where they want in the portal, so there's no mechanism to levy a fee on the gaining school as that would infringe upon the player's right to transfer. There is no way any mechanism requiring a school to pay a fee could be legally enforced as that would just be a backdoor attempt to obstruct a player's legal freedom to move on.

A transfer fee would violate CA Business and Professions Code section 16600. It would also constitute an unlawful restraint of trade in violation of federal law for the same reasons that prior NCAA transfer restrictions violated federal law.

Regardless, transfer fees are bad for players (formerly known as student athletes) because they would impede, and frequently prevent, all but the most valuable players from being able to transfer at all. Even then, players would only be able to transfer to the handful of schools that have a lot of money, which is unfair to both the players and the colleges that lack alums who value football over the academic mandates of their alma maters.
